Intel 1151 i5 build ddr3 or ddr4 ?

There isn't even a choice. SOME Skylake boards support DDR3L, low powered DDR3, and all of them support DDR4, but none of them support regular DDR3. Intel has indicated that DDR3 should NOT be used on any LGA 1151 chipset.

DDR3L is a poor option especially since DDR4 is now about the same price as DDR3. Use DDR4.

DDR4 is the way to go, performance will lag w/ DDR3 if you stick with Intel suggested DDR3 - these were designed for DDR4 and starting at 2133, doesn't make much sense to try running DDR3 at 1600/1866
