Depending on the CL yes, 3200 is better, I've got the 2x8GB Ripjaws V in 3000/15 I picked up while waiting for the Trident Z to be released, then got the Tri Z in 3200/16 (32GB, but running 2x8GB of them is a little better than the 3000/15)
