I'm soon gonna get a 970 and I can't decide between the MSI 970 and the 970 LE. I read that the LE just means an underclocked version of the normal version, but is it a worse quality of GPU or can I just save $20 if I'm going to overclock anyway? Thanks!

The LE version has 1 x 8 pin power connector, so if you plan to overclock, it will be limited in available power. If it's anything like the STRIX 970, it'll also be limited to 1.212v at the VRM, making for a very poor overclocking GPU, even with a custom bios.... I'd steer clear of it.
