Would upgrading my CPU or GPU allow me to play games on higher FPS?

I am currently running a GTX 760 with a i5- 2500k along with 12 gb RAM. I want to upgrade to a 970 but am afraid that my CPU would bottleneck FPS in newer games like Fallout 4, Just Cause 3 and Black Ops 3. Any advice?

The i5-2500k is still a very good CPU and is perfectly capable of running games like Fallout 4 along side the GTX 970 (especially if you have a good overclock).

Here's an example of a chap running Fallout 4 on ultra with the i5-2500k and a GTX 970: https://www.youtube.com/watch?v=E0g0qNrJUy0

You might get slight bottlenecks in a few games, but overall your CPU is still a very good pair for the GTX 970.
