Would upgrading my CPU or GPU allow me to play games on higher FPS?

The i5-2500k is still a very good CPU and is perfectly capable of running games like Fallout 4 along side the GTX 970 (especially if you have a good overclock).

You might get slight bottlenecks in a few games, but overall your CPU is still a very good pair for the GTX 970.

i5 2500k is still ok.
GTX760 is the one more in need of upgrade for some games.
Go at least for GTX970 or it's rival R9 390....or higher of course..
