Can't delete file with admin on & UAC to Never Notify

What file are you trying to delete? If its something vital to the operation of windows it may not let you.
When i uninstalled windows 10 upgrade nag screen using software GWX control Panel, it did not recognize any GWX files on my computer but it did remove the popup. Then i checked and found there are a multitude of GWX files on my HD. I started trying to delete the GWX folder in windows\system32. It gave me the error message. I have uninstalled Microsoft update KB3035583. I deleted some files but many are still there including the folder GWX
