Windows 7 Home Premium blinking screen at "Welcome!" screen

I am having a hard time trying to fix my friend's laptop. When I try to load windows all i see is blinking screen at "Welcome!" screen. The OS is Windows 7 Home Premium. It's impossible to run Windows in safe mode. When drivers for safe mode are loading i noted that it gets stuck at aswrvrt.sys, then after 30 seconds it restarts.

I am aware that this post deserves to be deleted by moderators because of lack of details but it has been so long since i did troubleshooting like this. Ask me about anything and I will provide you information. If you require certain logs please give me their names and locations. I will respond as soon as possible.

Also please note that I am only able to browse and modify files that are on the hard drive using bootable Ubuntu OS.
 
Given that it gets stuck in safe mode loading a file, either the HDD has errors or such file(s) are corrupt.

Start by running a chkdsk on that HDD, I have no experience with Ubuntu or Linux so I don't know how could you do it from there, but you could use Mini Windows XP from Hiren's BootCD for it.

After that if the problem persists try repairing the Windows Installation with a Windows 7 Repair DVD.

Well I do have a problem with repair disc. When I plugged my USB with Windows 7 Home Premium x64 and tried to repair a message popped out saying that it's "incompatible". Could this be caused by diffrent version of system (perhaps windows installed on this machine is 32 bit)? Any ideas how do i check what version of system is installed on this PC? Meanwhile i will try to find chkdsk using ubuntu. I will no doublepost, i will simply edit this post.
 
Yes, if the machine is 32bits you need to use a 32bits version for it, the only other variation could be that the OS installed is SP1 and your Disc was non SP1. No idea how to check it with no access to the OS itself, but in this case you could just try burning a couple more discs, one 32bits version and verify if your current disc is SP1 or not.
