G3258 + H81M-P33 Locked/Missing OC settings in BIOS

Hi, I'm very, very new to overclocking and pc building in general. I feel like I've done enough research to understand what to do to OC but when I tried to do it myself, I found that I was not able to change ratios over 32 or access voltages as a setting. (even when using the +/- keys)

I also attempted to update my BIOS afterwards, but the settings remained identical. I'd appreciate any and all help. Sorry again for being clueless on the matter!

Attempting to type in something over 32 as the value ends up being reduced back to 32 automatically.

Raise your turbo speeds. That's how you Over Clock. The base clock isn't adjustable, although it is now on Sky Lake.
Reading part of the article, I find it odd. I've never been able to adjust the multiplier on either my 4790k or my 3258. I just change the turbo speed on the number of cores and that has accomplished what I was after.
