Saw heatsink fan smoking and computer shut off. What's broken?

After changing computer cases and cleaning the parts on my computer, I noticed that the heatsink fan was being inconsistent and loud, but working(I guess I didn't remove all the dust). The computer shut off and I noticed that the fan had smoke coming out of it. There doesn't appear to be any damage to the processor, but I replaced it with a spare. After checking online, I thought maybe my power supply fried so I got a new one and it still won't start up. On both power supplies, my motherboard power light is on, but it will not boot up. Is my motherboard broken and needs to be replaced? Any info is greatly appreciated.

What are the specs of the pc?

What CPU cooler are you using, and what did you do when you cleaned out the pc??

Always make sure to ground yourself when working inside or with your components because even a low voltage electrostatic shock can render them useless

Also did you clean off the thermal paste on the CPU and not replace it with fresh paste....talk through what you did and hopefully I can help

My specs are AMD Phenom II 965 processor, Radeon 6850 Video card, and Sabertooth 990fx motherboard just for more info.

I'm using the default cooler that came with the processor, I also had two fans on it. When I cleaned out the pc, I was transferring the parts to my new tower and thoroughly cleaned with a duster can. All of the parts were unplugged and I cleaned out the wedged dust with a paper clip. The parts were all completely free of dust. The processor fan was being loud, but working pretty normally. It was still spinning fast, so I didn't it to mind as much. It sounded normal and the temp was looking okay at the beginning when I checked it. I did not clean off the paste, or replace it. My cousin was guiding me through this, because he built my first PC and did not mention it. When using my PC, the computer shut off and I noticed the smoke coming from the processor fan. I tried a different processor that's compatable with the mobo, but still no start up. You think the mobo is toast? And could you possibly link me a similar mobo to mine(or if I should just buy the same one) that's compatible with my parts and could do an upgrade of the video card in the near future. Pretty unfortunate timing around christmas, and I was planning on upgrading my video card next... Thank you for any support.

I was also getting "WHEA_UNCORRECTABLE_ERROR" restarts prior to this happening if that helps.

My computer doesn't turn on at all, but the motherboard has a green light on signaling it has power. I tried swapping the ram sticks, but no start up.
