CS:GO Relatively Low FPS

My specs are as follows:

CPU: i7 4790 @ stock
GPU: Gigabyte GTX 780
RAM: 16 GB
HDD: 1 TB
Screen: 140hz BenQ 24"

OS: Windows 10 Pro

In game, I'm only getting 160-250 fps, which seems a little low for my system specs. Recent updates have made my max fps able to be higher, but when hitting 160 the game feels a little choppy. My goal is to have a constant 250ish fps.

Is this just what everyone gets, or is there something wrong with my system? My CPU usage seems to be at 50% and my GPU usage is at around 60-90%.

Thanks.

Because the source engine takes input for every frame rendered, so its more of a mouse feel issue than a "frames i can see" issue.

It feels choppy because you are getting screen tearing from puysh too many frames to your monitor. In the console type fps_max 144 to limit your framerate to that of your monitor without using v-sync.

I'm trying some of the network settings mentioned in that guide. I also installed slimdrivers and updated my drivers. Will reply with conclusions.

FPS has nothing to do with network settings, but the above post is most likely correct
You are getting screen tearing because the FPS is higher than the refresh on the monitor. You would need something like G-Sync to correct it.

So I ended up doing 3 things that SEEM to improve my fps slightly and the feel of the game greatly:

1. I used slimdrivers and found that I had an outdated driver for both my integrated sound card and my intel HD 4600 graphics.

2. I read that guide posted earlier and set:
-- rate "128000"
-- cl_interp "0"
-- cl_cmdrate "128"
-- cl_updaterate "128"
-- cl_forcepreload "1"

3. I was having ping issues so I changed a registry value here -> http://forums.steampowered.com/forums/showthread.php?t=1043281
