Safety of Maximum Processor Power State and Reducing Heat Output

Hello. I currently possess an FX-6300 6 core CPU.

I am curious about the maximum and minimum power states found within Power Options. I have overheating issues that I'd like to deal with, and lowering these, I've heard, reduces the heat output as well. At what percentages can I put these values at that are at a safe number? Does it matter?

If you have any other ways to reduce my CPU heat output, that would be extremely helpful.

You CPU should be able to run for hours on end at 100% with no problems.
If you have recently developed overheating, you need to clean the dust out and/or re-attach your cooler properly with some new thermal paste.
If you have always had overheating, ask yourself if you need a better CPU cooler.
If you only get overheating after the computer has been on for an hour or two, get another case fan.
