Solution
Make sure all your settings are on the lowest possible, and also check your Power settings on your computer, type in "Power Options" in the windows search bar and make sure its on High Perfomance.
Also check your computers temps as this could impact performance, Download a programme like Speccy.

Another thing is make sure you have the latest Intel HD Drivers by going on the intel website and downloading the latest driver.

Another thing is if you say have a laptop and your friend has a desktop i5 than that will make a difference, laptop i5's are slower than desktops, also your friend could have a newer version of the i5 and the newer versions have improved intergrated graphics.
Tbh I would consider buying a cheap graphics card, even...
You simply can't, and in comparison with your friend it all depends on the settings, and also what other things you have open at the same time as well. I could run Rust experimental at 4k (high resolution - 3840x2160) and get around 200FPS with lowest settings whilst a mate of mine plays Rust experimental at 1080p max settings and gets only around 65 FPS. If you want better performance you need a dedicated graphics card (This is only recommended if you have a desktop PC not a laptop)

"boosted pc with so many programs " - What programs are these exactly? You'll find those performance programs you download actually slow down your computer - and do nothing.

If you want to achieve more FPS on integrated graphics you'll have to tone down the settings.

Id invest in something like a 750ti, that card would be perfect for you. Plays CSGO like a dream and is very cheap.
Can pick up a second hand one for next to nothing these days.
Just make sure you have a semi decent PSU, nothing crazy at all just make sure its atleast 350-400W, if you bought a pre built pc alot of the time they use bad PSU's, just make sure its a well known and respected brand and you will be good to go.
