I downloaded BF3 Last night and started playing it. I get 20fps in Ultra-1080p. I get 20fps in Low-1080p. And here is the exiting part, I get 20 fps in Low-800x600 dude!
My Pc Specs are :
AMD Athlon 64 x2 Dual Core Processor 4800+
Asus R7 370 STRIX GAMING 4GB GDDR5 256Bit
Ram : 4 GB DDr2
Motherboard : Asus M2A-VM

It's probably your Ram or your CPU holding you back then, because clearly higher graphics settings don't affect the performance.

You can use some hardware monitoring software to see what's being used and how much: http://www.cpuid.com/softwares/hwmonitor.html
