I'm upgrading my cpu. Do I need to apply thermal paste again?

clean all the paste via putting rubbing alchol on a cotton balls and rubbing it along the surface, Apply a pea sided amount of paste to the heatspreader of the CPU in the middle, let the new heatsink spread it out
