I have 2 powerline networking adapters setup. However, 1 is too far away to receive a consistent signal. Would adding a 3rd adapter in the middle of the chain, so to speak, act as a relay/repeater or will all of the adapters need to be able to talk to each other (mesh network)?

No, an additional unit would not improve the signal to the distant one. Your best choice is to upgrade to better and more modern AV2 MIMO units that have better speed and range, like the TP-LINK TL-PA8010P KIT AV1200.
