New Card.. FPS Still all over the place! R9 390

I recently upgraded to an XFX r9 390 thinking all of my troubles would be in the past. However I'm still seeing my FPS fluctuate. Games like WoW, GtaV, and most recently Fallout 4 of course all look spectacular @ 1080p with maxed settings but Im seeing highs and lows and everything in between with the FPS. I certainly do not think I should be dipping into the 20's or 30's even in more populated areas or cities etc. Im just not satisfied and I've upgraded nearly everything except the mobo/cpu. Is this what its going to take?

Cpu is going to bottleneck a 390 and given the known thermal issues with that board it could he vrm throttling and causing further problems. That psu is likely to give you problems aswell when it's caps start to go, but that's usually in the form of shutting down or restarting under load.

Known thermal issues with the MSI MoBo is what you're referring to? Would overclocking the CPU help? Is there any specific info I could read so I can understand why the bottleneck is happening? Im not seeing any thermal readings out of the ordinary but I did notice that my GPUs load spikes to 100% during any use in any game.

Overclocking your CPU will help a little bit yes but it wont completely solve the issue, you may want to look into upgrading to a good I5 setup on your computer to stop possible bottlenecks as Intel have far better Single core clock speeds and the i5's are perfect for general gaming without recording :), also I have the same load spikes on my R9 290x I think its just something that happens with NVidia card it doesn't seem to effect my performance much

The board has a poor thermal design and the vrms will overheat and throttle the cpu. There is no temp sensor on the vrms. You would need to monitor the cpu freq to see if its throttling. Overclocking will just make it worse as it puts more stress on the vrms. Currently games only use 4 or less threads and cpu heavy games depend on single threaded performance and the fx 6300 is lacking in that dept. Even the fx 9590 can bottleneck a 390 in a cpu heavy game such as gta 5.

What do you suggest? Without sending me to the poor house? Should I stick with this r9 390? I still have time to return it I believe! I had a gtx 760 and sold it assuming this card would be better and fix my issues.

if you do this which I think is a good idea and if you widows is an OEM copy you may want to call Microsoft first to make sure its ok to change the mobo and still keep the same licence "they are usually fine with this" but just to be sure :)
