Will my Pentium D 820 2.8GHz (and 2GB of RAM) Bottleneck my new HIS R7 260x iCooler 1GB DDR5 GPU?

Does bottlenecking hurt the cpu of gpu in any way?

Also, I am planning to upgrade to Core-i3-3220 and 4GB of RAM this New Year. I am just goin to use this current GPU to my current build for now.

All systems bottleneck. Otherwise everything would be running at 100% all the time. The question here is whether or not you'd notice and that answer would be no.

As for your second question, since all systems bottleneck, if it caused any damage, then every system on the planet would be breaking down. No. Bottlenecking does not damage any components.
