Building a $1300 gaming rig

As the title implies, I am going to build a $1300 gaming rig as I have given up on upgrading my laptop's graphics card. I will buy all the parts and have them put together in australia when I go there in about a month and I would like a rig that is light as possible but powerful as possible without going over my budget. I would also like a msi radeon r9 390 8gb video card in it. Any suggestions for a rig would be great.
