GPU fan spins fast/powerful but GPU card itself doesn't turn on

Just built this computer. Using default settings on everything, no overclocking at all. Problem: When I wake the computer from sleep (using mouse) or start it up from shut down (case power button), everything powers up fine except the GPU. The GPU radiator fan spins fast/powerful but the card itself doesn't turn on. Only fix to this has been for me to turn off the power of the mobo using the mobo power button and turn it back on. Sometimes I have to do that several times before it "catches" the gpu. Once I've done that the digital readout on the mobo goes to "99" and then "FF"... and it works. Usually when it doesn't work the readout on the mobo goes all over the place and reads "CF" or "6d" before the radiator fan starts spinning fast and the gpu card isn't on.
