Cpu or Motherboard dead?

I have a problem with my new build.
I just put it together and started it, board turned its lights on, case fans didn't start, and cpu fans started. Nothing came up on my monitor through a HDMI, and the motherboard gave me a error code 00.
I still have the same error code which is 00 which seems to be either the motherboard, or CPU, or a PSU issue. I have no friends that know about computer builds.
I am stumped and frustrated, any help would be appreciated!

My computer parts are

Asus maximus VIII hero - motherboard

intel I7 6700k 4GHZ processer -cpu

EVGA GeForce GTX 980 4GB Superclocked ACX 2.0 - Graphics Card

6.5 hard drive space (1 4tb hard drive, 1 2tb har drive, and 500gb SSD)

EVGA 750W 80+ Gold Certified Fully-Modular ATX Power Supply

Corsair Vengeance LPX 16GB (2 x 8GB) DDR4-2666 Memory

Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler

good you opened the box was how al dusty interior rather not?
whether al starts with clean using a brush and if you have under a minute to blow
CPU power fans etc that starts very very important?

Control every single cable from your PSU. Try to pull them out a bit without pushing the pin (not too hard), to make sure that they are connected correctly. CPU should be in place, if the cooler fitted on top.

Have you tried using the mobo video output? Try that, if you get the BIOS screen, go in and set Primary graphics to PCI-E or PEG, then try with the video card

Tried that too and still black screen. I did notice my graphics card fans wanted to turn. that went on for about 3 seconds, then stopped for 2 seconds but all at a very low speed. It is plugged into my PSU so I does not make sense.

DO you have the 4/8 pin EPS connector from the PSU plugged into the mobo?
