14nm construction has rendered liquid cooling mostly obsolete.
A simple air cooler like a cryorig H7 will do the job at a fraction of the cost and be quieter.

Yes, but you must realize that my particular chip is better than average.
How high you can go is determined by your chip quality, not by your cooler.
If you want a guaranteed overclock, visit silicon lottery.
FWIW:
My games are sims/strategy which tend to be single threaded, so a single fast core was important to me.
I changed from a 4790K to the 6600K and feel I did better.
I had planned on using a noctua NH-D14, a huge cooler.
I tested with a NH-l12 downdraft cooler which did the job and was much smaller.
