Your psu is fine for the GTX 960.
To calculate the wattage that the 12V rails can supply is 12 times whatever the amps are on the 12V rails.
in your case 12 times 40 is 480W but Seasonic has already shown you that on the product spec.
I wouldn't really bother going GTX 960 SLI. The performance is less than a GTX 970. You be better off saving for a better single graphic card. Stick with a single gTX 960 or the alternative is the R9 380.

Your PSU will be able to run a single GTX 960. It may be a bit much to ask it to run two. As far as the 12v rails go, there isn't much to explain. Every GPU needs a certain amount of wattage to run. Watts = Volts x Amps. The GPU, HDD and most accessories use 12v. So when you get a PSU you need to make sure there are enough watts or amps on the 12v rails to run it all.
The original ATX spec called for multiple 12v rails for safety reasons. Usually everything attached to the 12v rails is balanced to prevent overloading. But with multi GPU configs this became harder to do. As a result single rail PSU's became popular.
