Green lines all over screen, only works in safe mode (barely)

So today I was just using chrome on my pc when suddenly green squares appear all over my monitor. The screen goes unresponsive as if it were stuck on a frame. The computer eventually restarts itself and I pass it off as nothing. A few hours later it happens again. But this time when it goes to the login screen it shows nothing but green squares on a black background. After a while it freezes and restarts again, but this time it has a BSoD that says "VIDEO SCHEDULER INTERNAL ERROR." I decide to leave it alone for a while and go back to it later. The same exact thing happens except the BSoD now says "VIDEO_TDR FAILURE nvlddkm.sys". I now notice if I wait it comes up with a troubleshooting options screen (new in Win10 I guess). I decide to activate safe mode and lo and behold, it works. Kind of. There's green lines all over but it's somewhat usable. I try to install the last version of my video drivers but it makes no difference. I try another few older versions and still nothing. I try to change monitors but the problems remains. The cable seems to be fine. The GPU (a GTX 750ti) seems to be working, the fans are spinning but I can't tell what could be wrong. Do I have to buy a new GPU? Is it fried or can it be fixed?

EDIT: I also swapped the ram sticks, didn't anything either. I also can't use my motherboard output because my cpu doesn't have any internal graphics (AMD FX-6300)
