Multiple users of one PS or XBOX games are also not allowed, Microsoft can, and does, ban accounts caught sharing games.

Not true. Consoles are not like PC unless you buy your games digitally. If you buy the disc version you are free to share it with your friends but only one person can play at a time because you have to put the disc in the drive every time you want to play it.
To answer the OPs question this will not work on PC. When you play a game on PC you install it to the hard drive and then you never need the disc again. You can't just give the disc to a friend because you need to register the CD Key with a Steam, Origin, or uPlay account for most games. The games only come with one CD Key to prevent exactly what you are asking about.
