Gaming FPS Drops: CPU or GPU upgrade?

I've been experiencing serious FPS drops during games (Ex: 60fps to 20fps) especially in Fallout 4 and the new CoD. Im curious if this is due to hardware issues. I am trying to run games at MAX settings @1920x1080p. I was thinking it could be due to my processor. I would appreciate any help.
My Specs:
MSI 970 gaming MoBo
FX-8320
16GB corsair ram
MSI R9 390 8 GB
corsair 750 watt PSU

FX series are known to have high fps flux compared to it's intel counter parts.
An example would be, my friend who used to get 200fps on CS:GO now gets 120fps after the update. However my i5 4690K 4.6 Ghz barely had any fps changes.

The R9 390 is an excellent GPU and should be doing much better on 1080P than that.

I would highly recommend an upgrade to a i5 6500 or an i5 6600K.
