Windows startup repair won't launch

Hello,
Startup repair won't run on my computer. A program I recently installed is preventing the computer from starting. It begins to start, then switches to a blue screen before going blank and starting over. It brings up the error recovery screen and gives the option of running startup repair or running windows normally but when I select startup repair it won't run. It says it's loading files and shows a status bar at the bottom, then switches back to the error recovery page. It has had problems before with it's battery so it has brought up this page many times before and it wouldn't run startup repair then either. I am currently locked out of the administrator account on the computer and I don't know if the previous owner disabled startup repair somehow or if there is any way to fix this. I have tried to find the repair computer option in the boot menu but it isn't there. I am currently running the diagnostics program from the boot menu but I don't know if it will work. It is a Dell computer if that makes any difference. I have looked it up and haven't been able to find anyone else with similar problems but any help you could give would be greatly appreciated. I had a similar problem recently, and ended up having to reinstall Windows 7. You should be able to find an iso file, burn to DVD, and install Windows 7. If you wish to recover data first, you could try (as one method) creating a live CD of a Linux distribution and booting into that to access the hard drive. That may not be necessary, however, as Windows will detect the old installation when you reinstall, and move all data into a windows.old folder. You will of course need your activations keys for Windows and, if you have it installed, MS Office. These can be obtained with a utility called ProduKey. If you decide to try this process and have any questions, post again and I can clarify or point you to what you need.
