That is a broken card.
I don't like buying video cards online, quite a few people sell bad cards that crash or have artifacts. At least this seller actually stated it was bad, many don't.
If you want to get a used video card, get it from a place where you can test it in person, craigslist is good.
Otherwise there is a decent chance of ending up with a bad card.

One more thing i have intel q9550 clocked @2.83 Ghz , and i cant overclock it because the BIOS of my mobo is locked. So will my cpu bottleneck my GPU(gtx 670)...and how much performance i can gain by overclocking my cpu in games like bf3,bf4,gta5 and crysis 3 etc etc...

The video card should be an OK match for the Q9550. I would not bother with replacing the motherboard to overclock it, you may get maybe 10% of frame rate boost if the game is CPU limited.
