I bought and built my system in the later part of 2011. I've upgraded components as time has gone by, but now with the release of fallout 4 I seem to be getting around 38-43 fps whereas other games I could get a solid 60. I have my 965 overclocked to a stable 3.8Ghz, but my ? is, is my CPU holding back my GPU? I have a ASRock 970 EXTREME3 AM3+ AMD 970 motherboard so i could upgrade to one of the fx chips, but I just need some advice. Thanks all.

Solution
Simple answer is yes, Fall out 4 will be using most of your CPU processing power leaving very little room for it to help the GPU meaning that GPU is bottlenecking on your CPU due to it being subpar, and yes upgrading to something like the FX-8320 would help you in this situation and its a pretty decent cheap fix, although an Intel build for your CPU and motherboard would be far better in games it will be kind of costly to upgrade both motherboard and CPU in 1 hit

Thank you for the answers guys, I have been reading up on Zen but I'm not holding my breath for AMD, used to be a fanboy but I've been getting let down alot lately, in the future I believe I will be swapping to an Intel based build, but for now I might check out the 8320. Guess new ? would be is it worth a couple bucks more to get the Fx-8350 or should i just go with the fx-8320 and just overclock it?

the FX-8350 is just an overclocked FX-8320 anyway so I would get the latter and just overclock the FX-8320 save yourself a few $

Alright, thanks everyone for the feedback I believe I'll look and see if I can snatch a fx-8320 on black friday or cyber monday for the time being and eventually swap over to an intel based system sometime in the future.

go into catalyst control center and override tessellation to something like 8x

turn off godrays, turn down view distances

should help you quite a bit fps wise

Sweet I'll try that out as soon as I get home from work today and see how that reflects on fps. Thanks for the tip!

I'm glad you said that, I honestly didn't even think to check the compatibility I just assumed since it was am3+ that I would be good, but that doesn't seem to be the case. I'm good on the power end, so I guess I will deff go ahead and start looking for an intel i5 4690k and an appropriate mb to go with it.
