Doing a big update for my computer (GPU, PSU)

I'm looking for some good deals for a Radeon R9 390X card, something like the XFX Double Dissipation R9 390X from Amazon, and a new PSU, since the old one is a 450W for keeping alive an I5 760 and a HD 6670 , and I'd need something, probably around 750W.
With such a graphics card price, I'd need a PSU of max 100$.
So far I've found only:

I can't use Newegg or those US sites, as I'm from Eastern Europe
 


I looked on the list and compared, I now only have those 2 options:
Cooler Master V750 - Compact 750W 80 PLUS Gold Modular PSU (6th Generation Skylake Ready) which appears to be on tier one if I'm not wrong
Seasonic M12II-750 Bronze ATX 750W Modular which appears to be on tier two

I honestly don't know which one would be better, or would make less noise
Can you suggest me which one of those?
