Please help fix my low frames with r9 390 + i5 4460 combo

Hi all,

Let me start off by saying that I am new to the community and new to building computers, so if I do anything wrong, please just politely point it out.

So anyway I just built my first PC, and it seems like everything is working fine. Everything except the MSI r9 390 that I installed.

I first noticed something was off when I could not get my fps to go above 200 in cs:go regardless of which settings I used. The card also felt sluggish in DayZ. I then decided to run the 3dmark 11 bench mark and I got 10204, but only the card is listed at 17260.

These are the steps that I have taken to work on the problem:
- ensured that the card is seated correctly
- ensured that the cables are working and plugged in properly
- installed all drivers for the motherboard
- erased the graphics card drivers with DDU and reinstalled from AMD's website
- used MSI afterburner to ensure that the build is using the AMD chip to render graphics and not integrated
-RMA'd the CPU and am now using the replacement



My full specs are:
Intel Core i5-4460 3.2GHz Quad-Core Processor
MSI r9 390
Gigabyte GA-B85M-DS3H Micro ATX LGA1150 Motherboard
Team Vulcan 8GB (1 x 8GB) DDR3-1600 Memory
Samsung 850 EVO 250 GB SSD
SeaSonic S12II 620W 80+ Bronze Certified ATX Power Supply

I would suggest the issue is not your GPU but you CPU. You are likely to be what is known as 'CPU bound' in that your processor cannot provide enough data to keep the GPU fed....

If you use one of the many GPU monitoring toolsets, I suspect you will see that the GPU is running nowhere near 100% utilisation whilst in game.

Not being an Intel user I don't know what (if any) options exist to overclock your CPU to see if you can squeeze out more performance but perhaps posting a Q on the CPU forum around that might give you a way forward.

I posted over in the CPU forums. I tend to think that you are right about the CPU, except for the fact that I've tried two units now.

When playing cs:go the GPU normally wasn't maxed out but it did have a maximum usage of 94%. On the other hand, all four processor cores maxed out at 100% and even showed high usage after I quit the game.

You won't get any improvement just by replacing your CPU with a new one of the same class. I'm sorry to say that your only way of getting the most out of a GPU like the R9 390 would be an uplift to a faster LG1150 processor or overclocking the bejeezus out of what you already have. That comes with its own risks however as you would need to bump up your CPU's vcore voltage and have some decent air or AIO water cooling such as the corsair H80i or the like.

Somostercr0c, my issue is that the computer seems to be underperforming for the CPU I have. I'm pretty sure this setup should be able to run battlefield 4 pretty well but the system struggles even when I turn the resolution down to 1600x900 and the quality settings down to low.
