My PC has been fully upgraded except for the psu. I currently have a OCZ 700w mod xstream psu which has served me faithfully for years. However I just bought an R9 390 and it says it requires a 750w psu. I do not overclock and my PC has been running fine but just thought it might be better to be on the safe side with the watt's the gpu requires.

My specs are:

asus sabertooth 990fx r2.0

FX 8350

16GB RAM

SSD

This was the one I was looking at but frankly I'm unsure. http://www.newegg.com/Product/Product.aspx?Item=N82E16817153198

I'm on a bit of a budget and can stretch $100 if need be but would like to stay below that if possible. I've looked at the tier list stickied at the top of the forum and honestly it confused me a bit. Any suggestions would greatly be appreciated.

It's recommended that you have a minimum of 550W for that card and a high quality PSU. Although you're current PSU is providing enough wattage, I'd recommend upgrading to a better quality PSU to be on the safe side. Here are my recommendations:
Seasonic S12-II 620W 80+ Bronze Certified Wired Power Supply
EVGA 650 W G2 GOLD 80+ Modular PC Power Supply Unit
XFX ATX 550 Power Supply

Based on the specs that you've listed, you're going to be using about 498 watts.

Unless there's nothing else inside your case, then your fine with your current PSU.

You can always check your wattage by adding your components to this build preview on pcpartpicker.com.

I had to guess at your RAM and SSD, but here's a link to a build like yours: http://pcpartpicker.com/p/6j2sTW
You can see your wattage and it's breakdown towards the top on the right, marked by the lighting bolt symbol.
