CPU performance loss

Hi everyone,

I've had my computer for 5.5 years now. It's run smooth the entire time. This past year I've upgraded the RAM from 4 gb to 8, and I've gone from a Radeon HD 5770 to an R9 280. Between these upgrades and my Phenom II X4 955 BE I've been able to run Fallout 4 in ultra settings. In outdoors settings, depending on what's going on, I would get between 30-60 fps, usually around 45. Indoors was usually a locked 60 fps. Considering my computer's age, I was very happy with this performance.

Two days ago I was playing Fallout 4. I was in the northern part of Boston, at night, in a rain storm, with a large gunfight nearby. My fps dropped down between 7-10. I thought that was odd, but chalked it up to all the things going on at once in what I assumed was a highly populated area. I also noticed that gunshots and voice samples started to sound fuzzy, like my speakers were damaged.

I managed to get inside a building, where my fps jumped back up to around 45. I was able to play this way for about 5 minutes when my entire computer turned itself off. I turned it back on and discovered something in the case was making a grinding sound. I was able to turn the computer off at the Windows 10 boot up screen. I turned the computer on one more time and found that the grinding sound was coming from my processor's liquid cooling device.

I'm okay with upgrading RAM and video cards myself, but I've never dealt with processors at all. I managed to get the cooling system OFF my processor, but was never able to put it back on because a bracket fell back behind the motherboard. Due to inexperience and lack of time thanks to work, I took my computer to a repair shop. He took off the liquid cooler and put an aluminum cooling device on my processor.

I brought my PC back home today, but when playing Fallout 4 I can't get above 25 fps now. Also, the opening theme in the garage becomes horribly distorted and fuzzy after a few seconds, similar to the way the game sounded before my computer shut itself off a couple of days ago. I booted up Skyrim and Diablo 3 as well, and both of them have performance losses where they were running at a smooth 60 fps in ultra settings just last week.

I've also noticed that internet browsing has slowed down since I brought my computer home. Sites don't load as quickly or scroll as smoothly.

Was my processor damaged when the liquid cooling device went out? Or can I recalibrate it somehow with this aluminum device? I just can't figure out why, if my CPU is staying cool, I'm having such a loss in performance when nothing else has changed or been damaged.

Download CPUID HWMonitor and check what temps your CPU cores are hitting. You may have throttling due to an insufficient HSF. I find it odd that they didn't replace the original CPU cooler with a similar one without first talking to you. It's also possible you had an overclock before, and he may have reset it to stock, but that shouldn't have that bad of a performance hit.
