The motherboard you have is 760G chipset based, it has only 95 watt cpu support and the processor you are using is fx 8320 black edition I presume. Its a 125 watt processor and not supported by the motherboard.

chk the link below for supported cpu on motherboard:

Either change the motherboard to a good 970 board of 990 fx board for fx 8320 overclocking. I am using the same config as you, my motherboard is 970 gaming which has 6+2 VRM phase and I am able to go upto 4.5 GHz on a hyper 212 on ambient temp of 22 Deg C.

or else wise you can underclock the cpu to 3.3 ghz speed of fx 8320 E (keep turbo at same) to lower the power rating. Dont worry gtx 960 wont be bottlenecked even at these clock speed.

My FX-8320 is stable at 4.5 GHz for everyday operation with much cheaper Deepcool Gammaxx 300 cooler with temps fluctuating somewhere around 39-44C when under normal load after I slapped an additional 120mm PWM fan (an extra 10 bucks) on the cooler in push-pull configuration. When idle it almost never reaches 40C. Under heavy loads at 4.5 GHz, temps fluctuate somewhere around 49-53C.

When figuring out stable OCs, my initial target was 4.2 GHz but I was very pleased to see my FX-8320 get up to stable 4.6 GHz with temps rising noticeably beyond 4.5 GHz. I have not tested it beyond 4.6 GHz though it looks like it can get to 4.7 GHz stable.
