I can't run games as good as i should(R9 270X, Fx 8320)

This is my system:
R9 270X(2GB)
FX 8320
Gigabyte 990XA-UD3 motherboard
CoolerMaster Hyper 212 EVO CPU Cooler
8GB DDR 1333Mhz Ram
)
With every setting on low( except 1920x1080 resolution) i'm not able to run these games with stabil 60 FPS

ying Light,GTA V, Fallout 4,MG V Phantom Pain.They can reach 60 FPS but they often go as low as 30-40 FPS despite the low graphics settings.Is there something wrong or this system is not enough for these games(because i think it should be)?

Try getting an older, stable driver for your graphics card first and see if FPS improves. If it doesn't, then I think it's your PSU.

I've tried with an older driver which can be downloaded from the cards's website but it didn't work.How can my power supply cause these kind of problems?

I've got a feeling it could be your PSU, with your combo I'd want at least a good 500, the Chieftexc only carries about 390 something on the 12 volt rail

PSU would be your best guess. Other than that, there are no other possibilities except the motherboard but that is unlikely.
