Yes, a quailty PSU between 550w- 650w PSU is plenty for overclocking a r9 380. You'll also need a PSU that has 2 PCIe 6-pin power cables, which most units in that wattage range will have.

Just don't look at wattage and effeciency rating (bronze/ silver/ gold) to rate PSU's though, that isn't always a reliable indicator of unit quailty.
