Yes, a quailty PSU between 550w- 650w PSU is plenty for overclocking a r9 380. You'll also need a PSU that has 2 PCIe 6-pin power cables, which most units in that wattage range will have.
Just don't look at wattage and effeciency rating (bronze/ silver/ gold) to rate PSU's though, that isn't always a reliable indicator of unit quailty.
If you're in the states, this is currently one of the best performance/ price PSU choices available right now and would be a strong choice for overlocking your rig, made with high quailty parts from Seasonic:

The first, SeaSonic S12II Bronze 620W, is an excellent PSU and would be a perfect choice. Very good unit and has the correct PCIe cables for powering and reliably supporting the R9 380 overclocked.
