Bad PCIe slot?

The past month for me has been quite a fiasco. In Late October I bought a GTX 970 for my system which never had a GPU in it before. After installing it and getting the drivers for it, I ran into a problem where my system would just freeze completely. I would then have do a hard shutdown and reboot it back up, however it would just shut back down. If I waited a while,(about 2 minutes) it would boot back up normally, but the cycle would then repeat it self. I then tried the 2nd PCIe x16 3.0 slot on my MOBO and i got the same results

I thought it was my PSU so I ended up replacing it with a new one, however the problem would still persist so I thought it was the GPU itself. I decided to RMA it. While waiting for my replacement, I decided to see if it was anything else that may be causing these problems. I have a Network card installed on the lowest PCIe x16 2.0 slot available on my MOBO and tried to see if it would work on the upper PCIe x16 3.0 slots where I tested my 970. To my surprise, my PC wouldn't even boot up properly with the network card installed in those top slots.

The power LED would turn on and my fans would start spinning, but nothing would appear on screen. Just 3 days ago i received my replacement GTX 970 and after installing it, the freezing problem occurred yet again, however my network card not working in neither of the top two PCIe x16 3.0 slots and my pc not booting up properly has led me to believe that maybe BOTH slots may be defective. Sorry for the long post, but I would REALLY appreciate some insight on this.

Did you try to put the GFX-card into the 3. slot?

Yes, the z77 Extreme 3 has two PCIe x16 3.0 slots, and I tested my 970 in both of them and my system would still freeze up

I had my GPU installed in the top most pcie slot, and it would still freeze, it was the same case for the 2nd slot aswell.
