Computer won't turn on (the led's flash for a split second)

I have a custom built pc and about 3 days ago I upgraded from a Radeon HD 6450 GPU to a Radeon R9 390. Last night I was playing Fallout 4 and I started to smell a strong burning smell. Being the really stupid person I am I attributed it to some of the dust in my tower. then it shut down mid game. After that I assumed it had overheated and went to be to let it cool down before i see what went wrong.

Fast forward to today I woke up and when I hit the power button the LEDs flash but the fans don't start and the computer stays shut down.

I have tried
- Booting with no GPU and my previous GPU
- Switching around the ram slot.
- Resetting the CMOS

my build is
MoBo : ASUS M5A78L-M/USB3
GPU : Radeon R9 390 / Radeon HD 6450
RAM : 1 x 8GB 240-Pin DDR3
Storage : 130GB SSD boot drive + 1TB HDD
PSU : Rosewill RD600 with 600W max output
CPU : AMD FX-6100 Zambezi 6-Core 3.3 GHz

I think the problem is either my CPU or PSU. But i'm unsure if this is right and on how to proceed from here. Any help would be greatly appreciated!

The easiest way to troubleshoot a computer error is by deciphering beep codes.

To do this, you need a motherboard speaker. Sometimes your motherboard comes with one, so if you still have the box lying around I'd check there.

If you don't have a motherboard speaker and aren't interested in buying one, go ahead and try to perform a Paper Clip Test.

The paper clip test will help you determine whether or not your power supply is still functioning.

I can't recommend much after this, as its very hard to determine the source of the issue without beep codes.

I have a motherboard speaker. but after trying the paperclip test it appears to just be the PSU. and thank you for linking the tier list I didn't know there was a real difference in PSUs from brand to brand.
