which GPU should I buy? Do I need a new PSU?

My setup is:
MotherBoard: Asus p8H61
RAM : 2x 4GB Corsair CMV4GX3M1A1333C9
CPU : Intel Core i3-2100
GPU : NVIDEA GTS 250
PSU : Cooler Master RS-650-PCAR-E3 (650W)
Windows 10 64 bit Professional

I want to upgrade my GPU and the best one that I found within the price range i'm willing to pay is a Sapphire HD 7870 OC edition. Is there a better one on the same price range?
I was told that my PSU is bad and I want to upgrade it, what would be a good and cheap PSU for my setup?

I'm buying the components in Brazil so I don't know exactly how much it would be in US dollar becaus of the taxes and importation but my price range should be around U$120 to U$ 160

I saw that with my price range in Brazil i can buy a VGA Gigabyte Geforce GTX950 2GB OC DDR5 PCI-Express 3.0 - GV-N950OC-2GD.
I think I wouldn't need to change my PSU for this GPU as it has a lower power consuption, would I?
One more question: is my PSU enought for a GTX 960?

I saw some reviews saying my PSU series is really bad and could damage my components.
I'm thinking of buying one Antec VP-450 or one XFX ATX 550W, could they power my PC with a GTX 960?
