My Computer Is Only Registering 3.9GB of RAM out of 16.0GB

Hello, I have recently come to a problem with my desktop PC. Before i upgraded to 16 GB of RAM, I only had 8 GB, and again, only 3.9 GB were usable. Now that I have upgraded, my system is still only registering 3.9 GB out of 16 GB. I was hoping some genius out there would be able to help me with this issue.

Specs:
Motherboard: Asus M5a97 R2.0 ATX - AMD
CPU: AMD FX-8350 Eight-Core Processor 4.00 GHz
Ram: 16.0 GB (3.90 Usable) Corsair Vengeance
GPU: EVGA GeForce GTX 960
Power Supply: CX600 (Corsair)
OS: Windows 10 64bit PRO

So 2 sticks? If so it's 2x4GB for 8GB total not 8GB each, and would appear to be not reading one of the sticks. Try each one in slot 1 and see if they work OK, to eliminate one being bad. If both good try in slots 1-2 and see if all 8GB shows up, iif that's good then try in slots 1-3 if back to only seeing 4GB, then try loosening the CPU cooler and snug it back down, not overly tight but snug - if too tight in a corner or side you can 'lose' a channel

I am not overclocking anything and I will use the memtest right now. and the bios is updated.

im not sure what kind of cpu fan i have, i know its an AVC but thats about it. my model number for my ram is CMZ8GX3M2A1600C9

When I check in my BIOS what slots are recognized, both are, it just seems to be using all of my memory but four gigs. Also, the memory is not touching the CPU heatsink.
