CPU: AMD Phenom(tm) II X4 945 Processor (4 CPUs), ~3.0GHz

Motherboard: Gigabyte Technology Co., Ltd. GA-MA790FXT-UD5P

Memory: (2x) G.Skill F3-12800CL9D-8GBXL (CL 9-9-9-24)
(1) Mushkin enhanced Blackline 2GB (9-9-9-24)
(1) Kingston KTD-XPS730CS/4G

Video Card: AMD Radeon HD 7900 Series

Case: Antec 900

Power Supply: Ultra 650W ATX Power Supply
PSU Model No: ULT-LSP650P

Operating System: Windows 8.1 Pro 64-bit

Monitor: HannSpree T280H

The monitor is a bit old, wondering if a replacement could have a high impact. Also, i have 2nd Mushkin enhanced Blackline 2GB, but decided to use the Kingston in the last slot for the 2GB extra, not sure if that memory is better though?

Id like to fit it out so i wont have to get anything for a while. Would like it to run everything maxed out currently and for future games.

Im at work right now, will edit when i get home with more GPU details (make/model).

My budget is somewhat loose, i want to just get everything up to speed. I initially thought that i could maybe just replace one thing (CPU) and get away with it for a bit, but people have been telling me it would be better to just go ahead and upgrade CPU, mobo, GPU, and maybe a new PSU.

Depending what GPU you have I would upgrade at least CPU, motherboard and maybe GPU. I would reuse ram, PSU, case and other stuff. Upgrade could be somethin like this (+ potentially GPU ) : http://pcpartpicker.com/p/Hyy3P6 . There's also possibility to crossfire your GPU and a new one if needed but I would go with single more powerful GPU instead.

There is no optimal upgrade path by upgrading just one of yours component. By upgrading just CPU there's no much to do since you are tied to AM3 socket. And by upgrading just GPU your CPU will be "bottlenecking" your GPU.

Most certainly the psu, this is just not a good one.

You might still get by with the gpu so could leave that alone and start with upgrading the cpu, motherboard and ram.The current ram should be reusable, but with such a mix of brands is it likely that with a newer motherboard they will not run together, you could try though.

If you decide to upgrade ram also I would go with skylake and ddr4 then. And what comes to PSU it's not the first component I'd upgrade but if you buy new components you don't want to risk them with poor PSU. So after upgrading cpu+mobo+ram I would upgrade PSU. Here is list PSUs http://www.tomshardware.co.uk/forum/id-2547993/psu-tier-list.html you should pick one from tier 1 or 2 maybe even from tier 3 if no overclocking in mind.

You link the psu list here, but if you look into it yourself will you find "Ultra" in tier 5.

Tier Five
Avoid IMMEDIATELY. These units are highly unsafe to use. No such protections added, very thin gauge wiring used, false advertising and too much to list. Reference to a higher tiered unit for a better, money saving and a much safer unit. For your safety's sake, please don't order or pick one up for use in your system. These units are a potential fire hazard and could even kill you, let alone your system.
It's a bit dramatic, but the point is get a better one before it takes your system with it when it goes bad.It would be the first thing to replace for me.
