Parts Used -

CPU: Intel Core i5-4690K 3.5GHz Quad-Core Processor
Motherboard: ASRock Z97 PRO4 ATX LGA1150 Motherboard
Memory: Kingston HyperX Fury Black 16GB (2 x 8GB) DDR3-1866 Memory
Video Card: MSI GeForce GTX 970 4GB Video Card
Power Supply: Corsair CX 500W 80+ Bronze Certified Semi-Modular ATX Power Supply

Problem Description
I have been using my computer for about 2 months before purchasing a graphics card. After taking apart everything, and adding the gpu, the computer would turn on for exactly 60 seconds before rebooting.
Nothing appeared on the monitor through either hdmi or vga, but all fans were turning on and usb peripherals except for keyboard seemed to be receiving power.

Steps Taken
I took the GPU back out and tried again, with the exact same response. So I then took everything apart and only put the power supply, motherboard, cpu, and one case fan back in and have received the same response.
I have also tried reseating the ram (before taking everything apart) and clearing the cmos with no luck.

Additional Details
The only difference before and after was the addition and subsequent removal of the gpu. For the gpu to fit, I reinserted the motherboard power since I needed to redo the cabling and then inserted the pci power cables to the card. This motherboard does not have any lights or speakers so I have currently have no diagnostic information from that end. Would anything needed to have been knocked out of place for this issue to occur? Am I going to need to RMA the motherboard?

change this unstable psu, for a better one, 500w is way too little, that and a cx is about the worst psu around for a gaming rig, they always go unstable. 700w min with your specs. need proof just ask. when adding a few more hundred watts draw, it finally crapped itself

Agree with the above, the PSU sucks, you want a good 500 with a 970 and the CX only has about 450 on the 12 volt rail. Also might check the 24 and 4/8pin mobo connectors again and make sure they are well connected, also might try the mobo video output and if you get to BIOS check that primary video output is set to PEG/PCI-E

So I tried with a higher wattage psu (700W, not sure of model, will ask roommate), and got the same result. Plus I am only using the test bench set up of a motherboard, cpu, psu, and case fan. So I was already using the mobo video conncetors (tried vga and hdmi, neither worked).
I reconnected the pins for both cpu/mobo power in all three test scenarios (with gpu, no gpu, test bench), and same result: 60 seconds on, 3 sec off, no videos, all fans turning on, and power to usb devices.
