i play starcraft heroes of the storm warcraft and planetside 2 what parts do i need to build a pc to run these games

That would depend on the budget you have but PS2 is the only one that's demanding and not really on the video card it's just very poorly coded on the CPU.
For PS2 WVW you will need a Intel processor at the highest clock speed you can get the number of cores (over 2) matters very little.
On a low budget this would play both just fine.

That processor runs on the warm side so add a another cooler.

Of course if you could spend more money you could get better performance.
