I have a strange problem, that can probably be easily fixed. I noticed when doing something CPU intense the multiplier will sometimes not rise up to the max number. I've noticed it with Intel Burn test and prime95. The CPU temps aren't up there, and AMD Cool n' quiet is disabled.

Any ideas on what I need to do to fix this?

Solution
Disable APM, SVM, C6 state, and HPC in addition to Cool n' Quiet. Prime95 is perfect for stress testing this CPU so stick with it. I have my Fx 6300 @ 4.3 and Athlon 760k @ 4.6, both using Prime95 SmallFFTs to stress test.

Make sure you monitor the thermal margins with AMD OverDrive, the most accurate readings for CPU temps at load. Your CPU will throttle to lower speed and temperature when exceeding 62c core temp/ 70c socket temp.
