It´s alot easier to upgrade a CPU, add another storage drive than upgrading video card, when the video card usually is the most expensive component in a gaming rig. So the upgrade path is alot better going for a toptier videocard - and much more futureproof as well. There´s a huge performance boost in 980TI vs 970, even considering better CPU/Motherboard etc.

Although I have huge respect for choosing high quality components, I also respect some people are on a budget.

In gaming,

i5-6400 vs Intel Core i5-6600k will have no significant difference in performance. The k-series chip may be overclocked but it will still have no significant gains when gaming.

GTX 980 TI vs 970 will however have a huge perfomance impact Reports shows that 980TI has 50-70 % better performance than the 970. http://www.pcgamer.com/nvidia-geforce-gtx-980-ti-review/

980TI will be good for years, and the i5-6400 won´t bottleneck it. 970 will however be short of videoram for upcoming titles, and you´ll have to settle for lower graphics settings to run smooth performance.

To sum it up, you get a better performance now and upcoming years with easier upgrade path for the same price.

At 1080p, a 980ti is wasted money. Biggest you'd need for only 2-3 games is a r9 390 / gtx980, the majority of games will max settings with a r9 390/gtx970 and have room to spare. Even 1440p will be good with a 390x/980. 4k is a whole different beast, requiring a r9 295x2/r9 390x CF/gtx980ti sli I'm most games for good frames
