Was running PC on for 3-4 days straight and restarted it 2 times. Everything was normal. I tried playing metal gear solid 5 and the drivers crashed (fuzzy screen). Exited out of program not a big deal and restarted the game. Next day tried playing gta v same problem and it happens a few times. Launch it once again but this time it just had a fuzzy screen and gpu went to 100 fans and tuned off for a few seconds. But my monitor keeps on blinking. The fans probably went on 100 cause my fan curve on ms I afterburner

List anything you've done in attempt to diagnose or fix the problem.
tested pus with paper clip method working fine
Tried turning on PC without gpu but no led blinking or seeing the fans spins

Okay well it seems your card runs very hot, this is normal for the r9 290, especially with xfx cooling can get up to 100C plus.
Representatives from xfx for the particular card stated that the GPU will thermal throttle once it gets to hot, and this sounds like what has happened.

This will void the warranty on your card if you have one, if not then it just may fix your issue.
Remove the XFX heatsink piece by piece until you find the gpu, check the thermal paste if its dried and cracked. if not still replace the thermal paste with a much more preferred brand.

The heat from the card actually is the VRMs as they get explosively hot, make sure your heatsink is connected and if there are thermal pads connecting the heatsink to the VRM...

Tried it. Turns on motherboard lights up and fans apstart but not for a few seconds

The compression is to see if its connecting them to the heatsink very well as with the XFX cards this is an issue at times.

This is not the exact card just an example of what to look for

If the pads show decompression it means you have a good and tight contact, if they don't then your VRM's are overheating causing GPU throttle leading to it not even turning on.
I am almost 100% sure its your VRMS overheating

After removing the heatsinked and looking at the pads, I would replace them with Thermal Pads which will work especially well with your card specifically.
