Can't open any programs after using regedit

I was following this tutorial https://support.microsoft.com/en-us/kb/2688326 and I think I entered 1% at the wrong point when using regedit. Now no programs can boot including regedit and chrome. I tried to system restore and it there was an error (0x80070002). System repair had no affect either. If anyone has any suggestions that would be great thank you
 
What a mess, should have let them fix it for you. You are going to have to use a live boot cd linux or hirens to get access to your files or pull the drive and connect it to another machine. C:\windows\system32\config is the location of the reg hives sam, security, software, system etc... You are going to have to go into the regback and copy and paste the system file from the regback folder into the config folder and over write it. There may be an easier way so wait and see if anyone chimes in. Good luck!

I was trying to install windows 10 and when the option came up to run the install nothing would happen so that is why I was following those instructions. It seems my entering 1% has caused the whole thing and nothing has worked including system repair and restore to fix it yet.
 

You can try to download the new Windows 10 build from Mircosoft, burn it to DVD or USB stick and run the upgrade again. Bu you may and up with a fresh install anyway.

I will try with a linux disk
 


That registry edit is not to fix a Windows 10 setup issue, it's if no programs can run at all on the computer.
