GPU performance extremely low

So I hope someone can help me with issues I've been having with a pc I just built with some new and some used parts. I'll put the parts under the spoiler here.
CPU: i5 750 [used]
GPU: xfx hd 7950 [used]
MB: Asus P7P55D Pro [used]
Ram: 4x2Gb Samsung 1333MHz Cl9
PSU: Jou Jye 520w (Seasonic based)
Storage: Sandisk 120Gb SSD and 1Tb Seagate Barracuda
So, when I compared my experience with League of Legends with a friend of mine with an older pc, turns out there's something strange as with a low demanding game as LoL, my framerates vary between 50 and 100 fps.
Now, one thing I need to say is that I bought the motherboard for cheap because it needed to be tested, and turns out it had a bent cpu socket pin, however it did work fine after trying to fix it.
Since it had this issue though, I wouldn't be surprised to discover issues also in the PCIe lanes. Might that cause this kind of behaviour?
I'll post some pictures of HWMonitor and MSI Afterburner's charts after a game, I think that especially the gpu clock is acting weird, while temperatures seem in check and the CPU doesn't seem to be bottlenecking.

I will be testing the card on my friend's pc soon, as he also uses a radeon and we won't have drivers issues, but what can I do to test the issue more in the meantime?

I hope everything was clear and not too long, I tried to give all the information possibly useful.
