Can't pwer up my desk top hp computer. Keeps saying entering pwer saving mode???

That is not the computer saying that, it's the monitor because it's not getting a signal from the computer. Power supply or motherboard going bad will cause the system not to turn on. Unplug power, open up the system, check the motherboard for any issues especially with the capacitors. If any are puffy/cracked/leaking need a new motherboard. If the motherboard looks OK then reseat all power connections and RAM, remove the CMOS battery for 10 seconds to reset the BIOS and try again. If it does not work, next step would be a power supply replacement.
