Upgrading my PC 250$ Budget

I was looking to upgrade my pc here it is( http://www.newegg.com/Product/Product.aspx?Item=N82E16883229528 ) I haven't changed anything same components it comes with. I've noticed though that my computer cpu has been overheating quite a bit I'm talking like 82.3C. I'm pretty sure thats too hot. So I was thinking I wanted a liquid cpu cooler. Other then that I'm open for suggestions on what I should upgrade like if my graphics card is bad or my cpu is bad or something I'm just trying to find out what I should upgrade next and if I need a new cpu cooler.

Don't add a SSD it will help your gaming performance 0 not one bit.
You need a CPU cooler for sure but their no reason to waste money on the Arctic 5 paste what comes with the hyper 212 will work just the same. The CPU cooler is very large but will fit inside you case took a while to find yours but here it is just the front was changed for Cyberpower.

Then get rid of that power supply Cyberpower puts the cheapest crap in them they can have made for them.
Then upgrade the video card.
Just a bit over your budget. I would also add another fan in the top of the case blowing out.

Get a new cooler, but don't go closed loop water cooling. It's $$$ pricey. Get a Hyper 212 Evo and some Arctic Silver 5 thermal compound and that CPU should come in quite a bit cooler. That will only cost you around 40$. Now you have 210$ to work with. I'd recommend if you're happy with your gaming experience currently to get a SSD. Samsung 850 Evo 250GB that should cost you around 90$ so you have 120$ now. I'd save the 120$ towards a new Graphics card within the next year or so. You should be solid after that. The 8320 is a bit dated, but it isn't going to hold you back in games.

Low priced fan I would mount it in the front blowing in (it moves more air than what you have installed) and mount the original front fan in the top of the case blowing out.

The total would be about 20 bucks over budget but cure your heating problems, give you a reliable power supply, and give you a nice gaming boost

Not to mention I asked if he's currently happy with his gaming experience to do that upgrade. I wouldn't recommend a better graphics card if it's not going to be utilized hence the inquiry. So quite frankly saying it will help 0 not one bit. You're wrong it will help little bits. 0's and 1's mate.

Load time is not actual in gaming performance mate. That also leaves him with a POS power supply. You must not know how low of quality power supplies they can have made for them.
I would take the 75% in game performance over the 15 second quick load time that is not actual in game performance.

I'm thinking I'm going to go with what zerk2012 picked out for me because sometimes I do have FPS issues and my power supply is a POS. Thanks anyways I'll keep that in mind when I have more money to spend on my computer.
