If stretching it out over time, you will probably lose the initial 30 day return from whatever retailer you buy from. Amazon or Newegg, for instance.
Well, if you know exactly what you want as far as certain parts go, you can wait until they go on sale to purchase them. Otherwise, it doesn't really matter.

If you have the funds to purchase a full working computer I'd say do it now(especially with black friday/cyber monday). Otherwise, if you are forced to buy part by part, you'd be best served waiting on the Gpu till last(depending on release cycles) normally.

If you're choosing a system where the CPU has integrated graphics, then it doesn't hurt to buy everything to get an initial system going (good GPUs being a significant amount of any build). You should make sure that whatever you do buy you can test within the return period, but there's nothing that says you have to get everything all purchased at once.

in parts if you don't mind manufacturers warranty period and dealing directly with the manufacturer typically 1 year.
some things don't ship well, but inspecting for damage catches alot of it especially if you video record picking up the package and opening it. having an older system to test out gpus psu ram drives ect. solves the 30 day warranty issue.

some major deals can be had when bundling certain components tho so you have to research and keep a sharp eye out. knowing prices before going to buy help the most find what you want and check each parts current lowest price on newegg, microcenter, tiger direct and amazon and ebay. just make a list of the 3 lowest prices for each part excluding rebates that are not instant.

Buy everything within the shortest time span possible, build to working asap. If that means building in stages as you wait on parts to arrive, even better. You are looking to get the most amount of available time for returns/rebates as possible. Just in case something is wrong.
