I have a monitor. I will have to purchase Windows OS though. But im looking for the cheapest build I can to play Fallout 4 and GTA V. Im a Senoir in high school so i dont have access to a lot of money.

Not to be ungrateful or anything but could you possibly come up with an amd processer build. Intel is really expensive. And AMD has a processer out for $ 99 that i wanted.
 
For Fallout 4 you should be able to play the game at 1080p and medium settings with decent performance; ~ 40 FPS on average. But some settings should be not enabled like "GodRays". Also, there are areas where FPS will definitely drop below 40 FPS like some indoor locations and Diamond City.

GTA 5 will likely also be playable at 1080p with medium settings. COD:BO2 should be the easiest of the three games to play since it does not seem to have high system requirements. I never played either of these games.

The Intel i3-4170 is only $105; $6 more than whatever AMD CPU you are looking at.

Fallout 4 is a pretty CPU dependent game and the Core i3 will perform better than a FX-8350 in that game. Below is a benchmarks using a GTX 980 Ti with medium settings @ 1080p. Naturally, the GTX 980 Ti will perform better than the GTX 750 Ti. I would avoid AMD's A8 and A10 APU series, they are weaker than the AMD's Piledriver generation FX CPU leased back in 2012.
